Cette pr\u00e9sentation a servi de base \u00e0 un d\u00e9bat sur le d\u00e9veloppement d&#8217;un r\u00e9seau transfrontalier pour permettre la mise en place de mod\u00e8les de restauration collective avec des produits locaux, biologiques et de qualit\u00e9 sur le territoire transfrontalier.<\/p>\n<p>La conf\u00e9rence organis\u00e9e \u00e0 l&#8217;INTIA a pr\u00e9sent\u00e9 les r\u00e9sultats d&#8217;une \u00e9tude r\u00e9alis\u00e9e par l&#8217;INTIA et Onsen Conseil. Les deux entit\u00e9s ont analys\u00e9 les facteurs de conditionnement l\u00e9gislatifs, productifs et logistiques qui d\u00e9finissent la production d&#8217;aliments de qualit\u00e9, biologiques et produits localement en Navarre, au Pays Basque et en Nouvelle Aquitaine. L&#8217;\u00e9tude a \u00e9t\u00e9 expliqu\u00e9e par Josune Egozcue, technicien de l&#8217;espace Innovation de la cha\u00eene alimentaire de l&#8217;INTIA, et Michel Dubois-Coutant, pr\u00e9sident d&#8217;Onsen Conseil.<\/p>\n<p>L&#8217;un des principaux d\u00e9fis qui ressort de l&#8217;\u00e9tude est la t\u00e2che toujours en suspens d&#8217;atteindre l&#8217;autosuffisance alimentaire dans les r\u00e9gions. En ce qui concerne le secteur biologique, le pourcentage de la production biologique en Navarre est encore tr\u00e8s faible par rapport \u00e0 la production conventionnelle, bien que la tendance dans ce domaine soit clairement \u00e0 la hausse. Les responsables de l&#8217;\u00e9tude ont soulign\u00e9 comme facteur pertinent le faible niveau de structuration du secteur biologique, un d\u00e9ficit qui r\u00e9duit la capacit\u00e9 logistique et de n\u00e9gociation des producteurs locaux, qui rencontrent des probl\u00e8mes pour atteindre les circuits de distribution. De m\u00eame, les responsables de l&#8217;\u00e9tude ont soulign\u00e9 l&#8217;importance de la promotion des labels de qualit\u00e9 dans les r\u00e9gions autonomes.<\/p>\n<p>La pr\u00e9sentation des r\u00e9sultats a \u00e9t\u00e9 suivie d&#8217;un \u00e9change sur les bonnes pratiques existantes sur le territoire, qui visait \u00e0 r\u00e9pondre aux questions suivantes :<\/p>\n<ul>\n<li>La question du prix cible<\/li>\n<li>Le nouveau mod\u00e8le d&#8217;organisation du travail des chefs<\/li>\n<li>La juste r\u00e9mun\u00e9ration du producteur<\/li>\n<\/ul>\n<p>Federico Pacha, responsable du service cuisine du si\u00e8ge d&#8217;Orona et consultant pour Gure Elikaga, a pr\u00e9sent\u00e9 le mod\u00e8le de restauration collective dans l&#8217;entreprise Orona.<\/p>\n<p>Ainsi, le responsable du service de restauration de l&#8217;h\u00f4pital de Dax et pr\u00e9sident de la section Nouvelle-Aquitaine de Restau &#8216;Co, association qui regroupe des entrepreneurs fran\u00e7ais de la restauration, a pr\u00e9sent\u00e9 l&#8217;exp\u00e9rience de l&#8217;h\u00f4pital de Dax.<\/p>\n<p>Nelly Veuillens, responsable qualit\u00e9 de Bertakoa, a pr\u00e9sent\u00e9 son exp\u00e9rience en tant que soci\u00e9t\u00e9 de restauration disposant d&#8217;une cuisine centrale \u00e0 Bayonne, d&#8217;o\u00f9 elle sert quelque 4 500 repas \u00e0 34 \u00e9coles.<\/p>\n<p>Jon Garai, coordinateur d&#8217;Ekoalde, a pr\u00e9sent\u00e9 la vision d&#8217;un service de gestion int\u00e9gr\u00e9e qui vise \u00e0 regrouper la distribution de produits
